I've practiced civil engineering in California for more than 34 years, and my stamp has gone on everything from full subdivision improvement plans to single-detail steel calculations. A deferred submittal is part of a building’s design — typically stairs, guardrails, ladders, gates, or other fabricated items — that the building department allows to be submitted after the main permit. The contractor or fabricator provides stamped drawings and calculations for those items, which go through the building’s design professional and then the building department for approval.
Every calculation package is prepared to the current California Building Code — the 2025 CBC, in effect since January 1, 2026 — and the standards it adopts: ASCE 7-22 for loads, AISC 360-22 for steel, NDS 2024 for wood, ACI 318-19 for concrete anchorage, and AWS D1.1 for welding.
